Yim Dong a special officer gets transferred to a foreign embassy after disobeying orders in his last mission. When Yim Dong arrives in the foreign country he ends up stopping a terrorist that committed a crime. The terrorist terns out to be the leader of the cult responsible for the gas attacks in Japan. Yim Dong and the members of the Chinese embassy soon get stuck between the local government and terrorists trying to free their master.
