Officer Tse chases some bank robbers to a construction site, after a fight he is badly injured and left for dead. As he is dying under a pile of debris he makes a wish that he will survive long enough to see his son born and to stop the bank robbers. As night comes to pass something strange happens and his body is struck by lightning. Tse later wakes up unsure of what has happened and goes home to his wife. It is not long till Tse discovers the gory truth, his wounds wont heal and he no longer feels pain. He tries to hide his nature from everyone not sure what to do next.

In a futuristic age in which robots are being developed as military weapons, a crazed scientist (Billy Chow) develops a technique to transfer the human mind into that of a robot. Rather than becoming hellbent on world domination, he goes on a rampage of rape, with a little kidnapping as a side project. Selina (Chikako Adyama), a cop recently killed in the line of duty, is transformed into a robotic body in order to team up with Cyborg Amy Yip and a bunch of bungling cops, in order to stop the mayhem.
