While walking through a crowded street Han-Gi notices Sun-Hwa - a young college girl - waiting on a bench for her boyfriend. Immediately fascinated, Han-Gi approaches the girl and sits down next to her, prompting the young girl to move away quickly. When her boyfriend arrives Han-Gi suddenly grabs the girl and gives her a long kiss while the boyfriend attempts to pry him off of her. The police get involved and beat Han-Gi when he refuses to apologise to the girl - who then spits in his face. Later, Han-Gi tracks Sun-Hwa and her boyfriend down. When Sun-Hwa is alone, she falls for into a trap, which Han-Gi has set, which puts her thousands of dollars into debt and forces her to sell her body for cash.

Mistrust, fear and hate run rampant and chaos spread among the students and they soon give in to the fight for survival.

The Metropolitan Police Department(MPD) set up an HQ at the Bayside Precinct to investigate the kidnapping but unfortunately the cops from Bayside are left in the dark concerning this case. Investigator Aoshima will try to get involved in the kidnapping case much to the disapproval of MPD. The next three days will easily be the worst days that the Bayside Precinct will ever see.

One day, a mysterious crime is discovered near the Rainbow Bridge, an important bridge that connects Odaiba to Tokyo. Again, the precinct has to play a background role in the case while the senior officers occupy their local Precinct until the case is solved. Meanwhile, a vampire-like stalker is on the loose praying on young women, and to add to the problem, many people have filed reports of being stolen from by a whole family of pickpockets. To make things even worst, an important conflict emerge between the local cops and the Senior Superintendent, Hiromi Okita, who was positioned as Head Officer by the Metropolitan Police to solve the mysterious murder case.

Tae-Su dreams of becoming a respected mob boss once he leaves prison, Romy is driven insane by an accident and gives up on her education, Hwan hopes to have a big restaurant someday and Min just keeps waiting for Romy to call him.

In this sequel to the 1986 hit original, John Woo and Tsui Hark continue their epic tale of brotherhood and bloodshed. But after Lung is thought to have shot a man, he flees to New York and stays with his preacher friend and his daughter. This makes him a completely insane vegetable, and he is taken under the care of Ken (Chow Yun-Fat) who is the twin brother of Mark (A Better Tomorrow 1 , also played by Fat). It all boils down to an epic finale that reinforces the brotherly theme of the series.
